New VE debate begins in SA Upper House


Greens MLC Mark Parnell will introduce a Bill today into the State's Upper House to legalise Voluntary Euthanasia.

The Bill, the Consent to Medical Treatment and Palliative Care (End of Life Arrangements) Amendment Bill 2010, is exactly the same as the one introduced recently into the Lower House by ALP backbencher Steph Key.

This is Mark Parnell's second attempt to pass VE laws, after his first was narrowly defeated last year.  The new Bill is based on last year's model but has been significantly improved and strengthened in response to the Parliamentary debate, and through working in partnership with Steph Key.

"The time is right for the State's Upper House to pass laws to allow death with dignity for those small numbers of South Australians who are in desperate need," Mr Parnell said.

"South Australians overwhelmingly want the choice, and it is time Parliament caught up with the thinking of average South Australians.

"Most people won't ever have the need to use the laws, but for a very small number of people who are in real distress, this compassionate law change will be extremely welcome," he said.

Last year, Mark Parnell's Bill was defeated by just 1 vote.  Since then, three new Members have joined the Legislative Council.

"Although things were very close last time we debated this issue, I don't for one moment take for granted the vote of anyone who supported my Bill last year," said Mr Parnell.

"I sincerely hope, though, that all Members will recognise the law reform that Steph and I have introduced is careful, respectful and strikes the right balance between safeguards and practicality," he said.
