Greens Protect Public and Environment
in Tradeable Emissions Bill Amendments
Greens amendments in the NSW Upper House have ensured emissions trading will be more accountable and more environmentally responsible.
The Carr Government has today adopted five out of six amendments moved by Greens MLC Lee Rhiannon to the government's Protection of the Environment (Tradeable Emission Schemes) Bill 2000.
"Our amendments will provide increased public information and involvement, more transparency and much clearer definition" says Ms Rhiannon.
"As we've said in parliament, we have problems with the notion of emissions trading - we fear it will institutionalise and reward polluters.
"But we're being responsible about this bill, seeking to improve it as much as we can - especially by involving the public in the process.
"Our amendments adopted by the government ensure that the public will be notified and consulted when the Environment Protection Authority alters, suspends or terminates an emissions trading scheme; and also when the Minister reviews the schemes.
"Sadly, the government rejected our proposal that the Minister and the EPA in overseeing these schemes should give effect to the objects of their own Protection of the Environment Operations Act - including enhancing the environment and maintaining ecologically sustainable development."
"Still", says the Greens MP, "the new Act will be much improved by the amendments which have been adopted.
"At least the public will be better informed about these schemes - and will have more of a say in their assessment."
